When a town begins to blossom into a major settlement, constructing a City Hall is an almost mandatory move to ensure that law and order have an adequate presence. Though its primary role is still to serve as a court of law and to collect tax, if it didn’t provide a home to the city’s various civil department, the entire place would probably degenerate into fetid squalor.
