As a town grows in size, it tends to been seen as the hub of a variety of local districts, each of which will either be run by land owners, or the men appointed to govern the district in his lord’s name. These men regularly gather together in the Council Chambers, to ensure the parts of a region work together as a whole, and that issues facing the region are made apparent to the ruling class.
